Urban development and traffic planning cannot be treated as separate entities in reality. ANP develops maste plans and structural concepts based on founded analysis. These plans are not subjected to complicated and interminable legal procedures but they are a useful basis for discussions, consultations and resolutions in communal committees. Urban development and traffic issues are included in equal measure. These plans are also the basis for legally binding development plans and the corresponding landscape management measures, which are completely handled by ANP.

As a special planning instrument , ANP offers the development of master plans (whole city) and project developments (sub-areal) for communes. The master plan will be developed on a problem-orientated basis to prepare the process of planning and realising  complex urban development projects. Therefore, it contains conclusions which go beyond the matters of urban development and concludes areal-functional and creative issues as well as economical, conceptual, judicial and organisational aspects of planning and realisation. After the decision of the parliamentary committees, the master plan forms the guideline for internal and outer decision-making processes and it is also the basis for the location´s marketing, the town and urban land use planning, the communal budget and public and private investment.

The communes are therefore confonted with   a tougher intermunicipal competitions for employment, inhabitants, tax yields and spending capacities. Therefore, the master plan forms a firm guideline for the whole city in terms of  politics, administration, publicity and investors.

Our studies for urban development are always worked out in a process of dialogue between  administration, citizens, deciders, investors and thoseinvolved with public issues. The results are presented in graphics which are easy to understand and comprehensible documented. In many cases, the plans became the basis for the accomplishment of the selection process for investors which are completely handled by ANP.
